[wxqc] Weatherlink Upload

Both my sites are hung uploading somewhere. Couldn't tell where, as 
the one where I'm at wouldn't repaint, and the other one is 350 miles 
away. It took a kill and restart to fix this end; I might have to 
wait a week or two to fix the other one, unless it's eventually 
self-correcting. (I wonder about a way to reboot the system on a 
weekly basis in an automated fashion. Running XP Pro, in case someone 
has an idea.) My hunch is that one of the upload sites has a problem, 
and some versions of WeatherLink will recover, while others will not.
