[wxqc] Local elevation effects on QC graphs

Mark,

After looking at your temp sensor siting and radiation shield, I agree 
with you and Philip that your hill-top location limits your minimum 
temperature morning radiational cooling (mostly from the additional 
mixing associated with your exposure to higher altitude winds) and so 
your temp appear to be anomalously warmer than they should be as 
compared to your valley neighbors.  Interesting enough, Philip has an 
opposite problem as "drainage" winds flowing down nearby hills cause his 
temps to be cooler than the mean.  What what its worth, you are just 
barely out range from getting the green check.  I believe your data is 
excellent, don't change a thing!
