Rodger,
I presume you are using Davis Weatherlink software to make your CWOP
APRS report, version 5.5 or earlier.
In WeatherLink (with the Bulletin turned off), there is a tab 'Set-Up'>
'Set Barometer'.  This is where the Station Elevation correction value
is set.   In the latest software WL5.6Beta, this value has to be entered
in units of 'meters', not 'feet'.   Is it possible you entered 1948
meters station elevation, (should be 594 meters?).  It seems possible
that could generate the error you are seeing.
